NPC on aid mission does not appear - no reward after completing construction Merged

For the third time, I find a place to complete the construction for an NPC, but the NPC is not there. After finishing the construction, the chest does not unlock to collect the reward. The first time was in the Forest, now I am at "Forest + Supplier Lv 40."
