Did not get the "Provisioner" and "Astrolabe" Quests

I am playing Offline mode and enjoying it until I realized that my character skipped giving me the "Provisioner" and "Astrolabe" Quests and instead gave me the "Herbarium" Quest immediately. Since the Provisioner/Astrolabe Site of Power are locked, I am unable to properly progress because I am unable to get the Refined Workbench.
