I even opened a new portal but he won't give me a "new" quest. So the Steam achievement is still unattainable for me.
I do have exactly the same problem. I was able to go back fpr Ludivine's Quests. But for Victor Frankenstein it is not working. It is the last achievement I am missing ...

Thank you for bringing this to our attention. To confirm, when you say Frankenstein won't give you a "new" quest, are you receiving prompts for any kind of quest, or does your dialogue with Frankenstein lead to a dead end?
Any screenshots you might be able to provide of your interactions with him and your Guidebook Journal will be useful in determining the source of the issue.
