when I move to a new realm i break down my old respite and then build a new one. no matter what i do i can't get the game to attach my respite to the new realm. when i play online mode i found that once i build the respite if i log out and come back in then it updates to my new location, but in offline mode it isn't updating to the new realm i'm in.

Respite Cairns can only be built/assigned in Abeyance Realms. Returning to the spot where you last logged out is expected.
