Unable to change equipped hotbar items with gamepad

Description:
While using gamepad, there does not appear to be a way to change your equipped items in either your mainhand or offhand.

Holding Y → Equip will move a mainhand/offhand into the toolbar, but only if there is a free slot available. Once the toolbars are full, this option does nothing.

Work Around:
- Remove an item from the toolbar or always keep an empty space
