Movement bonuses in offline

Maybe I have misinterpreted the way the speed bonus works on yo ur character's move rate but when I look at upgrading gear it seems that bonuses for movement speed are ridiculously underpowered. I assume that thee bonus is a direct additive to base speed, so even with multiple items gear upgraded with T4 Time infusions (to items made with materials including speed bonuses) you would struggle to get +10% bonus to speed (a ten unit movement rate would become 11). This means very little in terms of tactical advantage in combat or reducing travel time across the realm.
