sporadic bug. autorun don't work or walk very slowly. even with or without sprinting. especially in Deserts maps

I'm in an ascended swamp realm and the vendor's gypsy type cart is there but the vendor was missing in action. What I tried to resolve the issue: I logged out and back in. I also quit to desktop and restarted the game but still there was no vendor.
